At the invitation of Lao Prime Minister Saleumxay Kommasith, on October 8th, Prime Minister Le Minh Hung led a high-level Vietnamese government delegation on an official visit to the Lao People’s Democratic Republic from October 8th to 9th.<\/p>\n\n\n\n

During talks following the solemn official welcoming ceremony in Vientiane, Prime Minister Saleumxay Kommasith warmly welcomed Prime Minister\u00a0Le Minh Hung<\/a>\u00a0on his first official visit to Laos as the head of the Vietnamese government. He highly appreciated the special significance of the visit, which demonstrates the high level of political trust and the rare, loyal relationship between the two Parties, two States, and the peoples of the two countries. The Lao Prime Minister expressed confidence that the visit would contribute to further deepening, strengthening, and enhancing the practical and effective nature of the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Laos and Vietnam, and Vietnam and Laos.

Prime Minister Saleumxay Kommasith congratulated Vietnam on its significant achievements in recent years, especially in\u00a0socio<\/a>\u00a0-economic development, maintaining high growth, and further strengthening its international position and role; he also sincerely thanked Vietnam for its valuable and effective support for the revolutionary cause, national construction, and development of Laos.

Prime Minister<\/a>\u00a0Le Minh Hung expressed his pleasure at making his first official visit to Laos in his new capacity and being the first foreign leader to visit Laos after Laos completed its leadership restructuring and Prime Minister Saleumxay Kommasith took office. He expressed confidence that Prime Minister Saleumxay Kommasith would lead the Lao Government to successfully implement the 10th Five-Year Economic and Social Development Plan, contributing to the successful implementation of the Resolution of the 12th Congress of the Lao People’s Revolutionary Party, and further developing Laos.<\/p>\n\n\n\n

Prime Minister Le Minh Hung conveyed the greetings and congratulations of General Secretary and President To Lam, Chairman of the National Assembly Tran Thanh Man, and Standing Member of the Party Central Committee Tran Cam Tu<\/a> to the high-ranking leaders of Laos and Prime Minister Saleumxay Kommasith; and expressed gratitude to the Party, Government, and people of Laos for their close, loyal affection and sincere support and assistance to Vietnam.<\/p>\n\n\n\n

Prime Minister Le Minh Hung congratulated the Lao Party, State, and people on the significant achievements they have made in recent years; and highly appreciated the efforts of the Lao Government in maintaining political<\/a> stability, national defense and security, consolidating macroeconomic stability, controlling inflation, maintaining growth, and strengthening international integration. The Prime Minister affirmed Vietnam’s readiness to accompany and support Laos to the best of its ability, especially in sharing experiences in macroeconomic management, finance and budget, institutional reform, infrastructure development, and human resource training.<\/p>\n\n\n\n

The two Prime Ministers briefed each other on the situation in their respective countries, future development directions and goals, and key priorities in implementing the resolutions of their respective Party Congresses. Prime Minister Le Minh Hung shared some of Vietnam’s outstanding achievements in socio-economic development; emphasizing that Vietnam is striving to comprehensively address issues related to institutions, organizational structures, resources, personnel, and leadership and governance methods, while continuing to promote innovation, digital transformation, and enhance the self-reliance and resilience of the economy. The Prime Minister also provided information on some key contents of the Fourth Plenum of the Central Committee of the Communist Party of Vietnam, 14th Term.<\/p>\n\n\n\n

Aiming for a trade turnover of 10 billion USD.

The two Prime Ministers expressed their pleasure at the positive and comprehensive developments in bilateral relations in recent times; and reaffirmed that the special relationship between Vietnam and Laos, and Laos and Vietnam, is the highest priority in each country’s foreign policy. Both sides agreed to continue to promote the core role of the trusted political relationship, which guides the overall relationship between the two countries; maintain regular high-level and other visits and contacts; promote cooperation mechanisms through all channels; and coordinate the effective implementation of high-level agreements, cooperation plans between the two governments, and cooperation programs between ministries, sectors, and localities of the two countries.

Both sides affirmed that defense and security cooperation continues to be a pillar of Vietnam-Laos and Laos-Vietnam relations; agreed to continue to coordinate closely to maintain security, political stability, social order and safety in each country; strengthen cooperation in combating transnational crime, drug trafficking, human trafficking, smuggling and high-tech crime; manage and protect borders; and agreed to promote cooperation in several new areas such as defense industry and cybersecurity.<\/p>\n\n\n\n

Economically, both sides assessed that investment cooperation continues to be a highlight in bilateral relations. Vietnam currently has approximately 300 investment projects in Laos with a total registered capital of about 7 billion USD, making Laos the number one investment destination for Vietnamese businesses. Both sides agreed to continue efforts to create breakthroughs, enhance complementarity and connectivity between the two economies; encourage investment cooperation in high value-added sectors; promote transportation, infrastructure, logistics, and border crossing connections; and coordinate the development of a roadmap and specific priority lists to bring bilateral trade turnover to 5 billion USD and aim for 10 billion USD per year in the near future. Frankly discussing some existing problems and obstacles in economic cooperation between the two countries, both sides agreed to accelerate the implementation of major projects, coordinate to resolve issues related to mechanisms and procedures, and improve the investment efficiency of businesses from both countries.<\/p>\n\n\n\n

Prime Minister Le Minh Hung affirmed that Vietnam will continue to support Laos in training high-quality officials, experts, and human resources. Both sides highly appreciated the Lao-Vietnam Friendship University project, considering it a symbolic undertaking that contributes to connecting knowledge and fostering bilateral friendship for future generations. On this occasion, Prime Minister Le Minh Hung announced that Vietnam will build two schools for the people of Huaphan and Champasak provinces in Laos, with a total value of 2 million USD.<\/p>\n\n\n\n

Strengthening consultations on strategic issues.<\/h2>\n\n\n\n

The two Prime Ministers also discussed measures to strengthen and enhance cooperation in other areas such as science and technology, transportation, energy, and mining. Both sides agreed to coordinate and meticulously prepare activities for the “Year of Solidarity, Friendship and Cohesion between Vietnam and Laos, Laos and Vietnam 2027” to commemorate the 65th anniversary of the establishment of diplomatic relations between Vietnam and Laos, Laos and Vietnam (September 5, 1962) and the 50th anniversary of the signing of the Treaty of Friendship and Cooperation between Vietnam and Laos, Laos and Vietnam (July 18, 1977).

On October 8th, during his official visit to Laos, Prime Minister Le Minh Hung held meetings with the General Secretary and President of Laos, Thongloun Sisoulith, and the President of the Lao National Assembly, Sonexay Siphandone.<\/p>\n\n\n\n

Engaging in in-depth discussions on regional and international situations, the two Prime Ministers agreed to enhance information sharing and consultations on strategic issues related to the security, stability, and development of each country; and to continue to coordinate closely and support each other within ASEAN, the UN, the Mekong Subregion mechanisms, and other multilateral mechanisms of which both countries are members.<\/p>\n\n\n\n

Prime Minister Le Minh Hung respectfully invites Prime Minister Saleumxay Kommasith to attend the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS) Summit and the Cambodia-Laos-Myanmar-Vietnam (CLMV) Cooperation Summit in Vietnam this November.<\/p>\n\n\n\n

Following the talks, the two Prime Ministers witnessed the signing ceremony of 11 cooperation documents in the fields of security, justice, finance, energy, education and training, ethnic groups, religion, and cooperation between localities of the two countries; they also attended the handover ceremony of the Citizen Identification Data Center project and the launching ceremony of the Lao-Vietnamese Friendship University project.
