Talks to revive enhanced Affordable Care Act (ACA) subsidies that expired at the end of last year appeared to be fizzling out Tuesday, with Democrats expressing little optimism about a proposal from Sen.\u00a0Bernie Moreno\u00a0<\/a>(R-Ohio) that he described as the \u201cbest and final\u201d offer his party would make.\u00a0<\/p>\n\n\n\n

Lawmakers had been negotiating over a\u00a0proposal\u00a0from Moreno that would have included a one-year extension of the enhanced premium tax subsidies. The Ohio senator\u00a0had joined with\u00a0Sen.\u00a0Susan Collins\u00a0<\/a>(R-Maine) in December to introduce a proposed two-year extension.\u00a0

The Wall Street Journal reported<\/a> Tuesday that both Moreno and Collins were acknowledging that talks appear to have collapsed, with Moreno saying \u201cit\u2019s effectively over\u201d and Collins saying it was \u201ccertainly difficult.\u201d <\/p>\n\n\n\n

A Democratic staffer told The Hill on Tuesday that Republicans simply didn\u2019t want to extend the enhanced subsidies and Moreno\u2019s proposal did not have the support of the party. <\/p>\n\n\n\n

\u201cIt just seems clear, frankly, that most Republicans\u00a0don\u2019t\u00a0want to expand the tax credits \u2026\u00a0that is just the boring reality,\u201d the staffer said, noting\u00a0it\u2019s\u00a0already February, one month since the subsidies officially expired. \u201cI just don\u2019t think there\u2019s a path forward because of that.\u201d\u00a0

Democratic senators involved in negotiations indicated that they were at an impasse with Republicans over abortion-related language included in the proposal. <\/p>\n\n\n\n

According to Sen. Tim Kaine <\/a>(D-Va.), Democrats on Tuesday had requested that Moreno remove Hyde Amendment language from the bill. The Hyde Amendment is a legislative provision that prohibits federal funds from covering abortions. The senator from Virginia said Republicans did not consider losing the Hyde language a possibility. <\/p>\n\n\n\n

\u201cWe had agreed Hyde status quo ante from the ACA, as it was passed in 2010.\u00a0No change. The proposal that they put on the table has a new, significant\u00a0Hyde provision \u2026\u00a0within the\u00a0HSA,\u00a0and we\u00a0said you need to take that out. And my understanding is that they said that they\u00a0can\u2019t,\u201d Kaine said.\u00a0

Sen. Andy Kim <\/a>(D-N.J.) expressed little optimism regarding talks. <\/p>\n\n\n\n

\u201cA lot of those discussions have already been deprioritized by this administration and by leadership here on the Republican side,\u201d Kim said when asked about whether negotiations are losing importance. <\/p>\n\n\n\n

\u201cI want to keep it going, and we\u2019re going to continue to push, but that\u2019s been something that we\u2019ve already seen in motion,\u201d he added. <\/p>\n\n\n\n

Sen.\u00a0Ron Wyden\u00a0<\/a>(D-Ore.) on Tuesday seemed ready to abandon Moreno\u2019s proposal, telling The Hill, \u201cI think the Moreno bill is a lemon and I\u2019m not buying it.\u201d\u00a0
