{"id":5602,"date":"2025-09-25T18:30:45","date_gmt":"2025-09-26T01:30:45","guid":{"rendered":"https:\/\/abovecloud.xyz\/?p=5602"},"modified":"2025-09-25T18:32:30","modified_gmt":"2025-09-26T01:32:30","slug":"districts-around-the-us-are-mulling-school-closures-as-student-enrollment-falls","status":"publish","type":"post","link":"https:\/\/abovecloud.xyz\/?p=5602","title":{"rendered":"Districts around the US are mulling school closures as student enrollment falls"},"content":{"rendered":"\n<p>Thomasina Clarke has watched school after school close in her once thriving St. Louis neighborhood, which was\u00a0<a href=\"https:\/\/apnews.com\/article\/storms-tornadoes-damage-destruction-3f7207e36dc589e9635755a1f579e926\">hit by a tornado<\/a>\u00a0this spring and whose population has plummeted in recent decades.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/09\/image-21-1024x683.png\" alt=\"\" class=\"wp-image-5603\" srcset=\"https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/09\/image-21-1024x683.png 1024w, https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/09\/image-21-300x200.png 300w, https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/09\/image-21-768x512.png 768w, https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/09\/image-21.png 1440w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>\u201cIt\u2019s like a hole in the community,\u201d Clarke said. She fears a new round of closure discussions could strip the historically Black community of a storm-damaged high school, whose alumni include Tina Turner and Chuck Berry.<\/p>\n\n\n\n<p>St. Louis Public Schools is among the districts nationwide weighing how many urban schools to keep open due to shrinking budgets, the falling birthrate and a growing&nbsp;<a href=\"https:\/\/apnews.com\/article\/school-choice-trump-education-vouchers-c6ecc22879fe329da4acfac3aa7410e6\">school choice<\/a>&nbsp;movement. A district-commissioned&nbsp;<a href=\"https:\/\/slps.community.highbond.com\/document\/43f5ac1b-2e14-4347-950f-ebcde5e5ffaf\/\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;released this year found that the school system has more than twice the schools it needs.<\/p>\n\n\n\n<p>Such decisions are gut wrenching. It\u2019s a&nbsp;<a href=\"https:\/\/apnews.com\/article\/covid-health-chicago-race-and-ethnicity-a178d2dbe5d8e10d155b3f740da39609\">financial strain<\/a>&nbsp;to operate&nbsp;<a href=\"https:\/\/apnews.com\/article\/covid-health-chicago-race-and-ethnicity-a178d2dbe5d8e10d155b3f740da39609\">half-empty schools<\/a>, but research shows kids often fare badly after closures.<\/p>\n\n\n\n<p>Elsewhere, Philadelphia, Boston, Houston and Norfolk, Virginia, are considering shuttering schools, while a public outcry over potential closures has stopped them \u2014 for now \u2014 in Seattle and San Francisco.<br><br>How many public schools will close?<\/p>\n\n\n\n<p>From 2019 to 2023, enrollment declined by 20% or more at nearly 1 in 12 public schools \u2014 roughly 5,100, according to a&nbsp;<a href=\"https:\/\/fordhaminstitute.org\/sites\/default\/files\/publication\/pdfs\/underachieving-and-underenrolled-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;published last year by the Thomas B. Fordham Institute, a conservative-leaning education think tank. Many were chronically low-performing schools in high poverty neighborhoods, the report found.<\/p>\n\n\n\n<p>Public school enrollment&nbsp;<a href=\"https:\/\/nces.ed.gov\/programs\/digest\/d23\/tables\/dt23_203.20.asp?current=yes\" target=\"_blank\" rel=\"noreferrer noopener\">is projected<\/a>&nbsp;to tumble 5.5% between 2022 and 2031, largely due to changing demographics, according to the National Center for Education Statistics. Other factors include the shift by some students to private education or homeschooling and some immigrant families\u2019 decisions to&nbsp;<a href=\"https:\/\/apnews.com\/article\/tps-immigrant-school-attendance-trump-ice-129f75f72952e7798ba9f906b1bd74ef\">leave the country<\/a>.<\/p>\n\n\n\n<p>Federal funds allowed many schools to stay open during the&nbsp;<a href=\"https:\/\/projects.apnews.com\/features\/2023\/missing-children\/index.html\">COVID-19 pandemic<\/a>, despite tumbling enrollment numbers. But now the relief money is gone, and those under-populated schools are a problem, said Aaron Garth Smith, director of education reform at Reason Foundation, a libertarian think tank.<\/p>\n\n\n\n<p>\u201cThe takeaway is pretty clear,\u201d Smith said: Public school enrollment is declining. \u201cIt\u2019s going to continue to fall for years to come. And so generally, state and local policymakers have to adapt to this new reality.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Chicago closures led to student struggles<\/h2>\n\n\n\n<p>Chicago&nbsp;<a href=\"https:\/\/apnews.com\/general-news-13848a0da5c647d3a62300833e74393f\">shuttered around 50 schools<\/a>&nbsp;in 2013 \u2014 the largest school closure in U.S. history. Afterward, fighting and bullying increased as displaced students settled into new schools, according to a report from the UChicago Consortium on School Research.<\/p>\n\n\n\n<p>Test scores&nbsp;<a href=\"https:\/\/consortium.uchicago.edu\/sites\/default\/files\/2018-10\/School%20Closings%20in%20Chicago-May2018-Consortium.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">dipped<\/a>&nbsp;in the schools slated for closure, and while the displaced students\u2019 reading scores eventually recovered, math performance issues persisted for years.<\/p>\n\n\n\n<p>\u201cThere were a lot of communities pitted against each other,\u201d said Marisa de la Torre, managing director and senior research associate for the UChicago Consortium on School Research. \u201cIt was a very long process, a lot of uncertainty. All of this really affected the staff and the kids.\u201d<\/p>\n\n\n\n<p>Under pressure from the Chicago\u2019s powerful teachers union, the city issued a moratorium on closures through 2027. Around a third of classroom seats remain empty.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Possible closures rattles a community<\/h2>\n\n\n\n<p>St. Louis Public Schools\u2019 student population plummeted from 115,543 in 1967 to 18,122 last year, reflecting an exodus of families to the suburbs. That number could drop further as residents leave their&nbsp;<a href=\"https:\/\/apnews.com\/article\/storms-tornadoes-kentucky-missouri-kansas-texas-c523eab4670e39455e9b8700268ed2a9\">tornado-damaged<\/a>&nbsp;homes.<\/p>\n\n\n\n<p>Sumner and an elementary school \u2014 both in the Ville neighborhood \u2014 are among seven St. Louis schools that didn\u2019t open this fall because of tornado damage. At a school board meeting in July, consultants argued that the district can\u2019t support all its schools, which on average were built 79 years ago. Closures, they said, could free up money for improvements.<\/p>\n\n\n\n<p>Board member Donna Jones wasn\u2019t buying it.<\/p>\n\n\n\n<p>\u201cStop playing like we\u2019re not living in a catastrophe here,\u201d she said.<\/p>\n\n\n\n<p>Several shuttered schools already dot the Ville. In June, Superintendent Millicent Borishade said the district remains committed to Sumner, saying there\u2019s no plan to permanently close it. More recently, officials have been quiet on its fate. Frustrated, the teachers union issued a no-confidence vote against the superintendent.<\/p>\n\n\n\n<p>\u201cIt just adds more trauma already to those who are suffering,\u201d said Ray Cummings, president of the American Federation of Teachers St. Louis Local 420. \u201cThose neighborhoods need hope.\u201d<\/p>\n\n\n\n<p>When the 150-year-old Sumner was considered for closure four years ago, a coalition including the nonprofit 4theVille and the St. Louis Shakespeare Festival concocted a plan to save it by expanding its arts curriculum.<\/p>\n\n\n\n<p>Mack Williams, an instructor paid by 4theVille, turned lockers into museum displays honoring the school\u2019s most well-known graduates, including&nbsp;<a href=\"https:\/\/apnews.com\/general-news-a678d099d28623d22c283e0d8db7cce7\">tennis legend Arthur Ashe.<\/a>&nbsp;There was a waiting list for his museum studies class and his students participated in a National History Day competition.<\/p>\n\n\n\n<p>School enrollment rose.<\/p>\n\n\n\n<p>Even now, Williams sees hope, despite Sumner\u2019s estimated $2 million in tornado damage.<\/p>\n\n\n\n<p>\u201cYes, there\u2019s damage, but it\u2019s still standing and that\u2019s reflective of the resilience of this community,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A promising student regains focus<\/h2>\n\n\n\n<p>Dakota Scott started at Sumner as a sophomore after struggling so much at a college preparatory magnet school that she was asked to leave.<\/p>\n\n\n\n<p>\u201cAt the time, I wasn\u2019t really studious. I was kind of rough around the edges,\u201d Scott said.<\/p>\n\n\n\n<p>But, she said, Sumner helped her get on track. She made a movie and joined choir, junior ROTC and student council. She competed in the history competition, and modeled in a Chicago fashion show with classmates.<\/p>\n\n\n\n<p>\u201cFrom being a kid who was skipping class, I was a kid who was literally on time and&nbsp;<a href=\"https:\/\/apnews.com\/article\/school-attendance-sick-day-chronic-absenteeism-270f6d07041760e90bf84d9f4108aa4d\">attending all of my classes<\/a>,\u201d said Scott, now a University of Missouri freshman.<\/p>\n\n\n\n<p>Noting the \u201crich history\u201d of the school and the once wealthy neighborhood, Clarke, who taught Sumner\u2019s movie-making class as a volunteer, suggested all is not lost.<\/p>\n\n\n\n<p>\u201cPeople left, the community land, businesses left. Schools left. Productivity left. Nothing but a lot of decay left,\u201d she lamented. \u201cAnd we\u2019re trying to bring it back. Oh my gosh.
