{"id":5131,"date":"2025-04-01T19:07:52","date_gmt":"2025-04-02T02:07:52","guid":{"rendered":"https:\/\/abovecloud.xyz\/?p=5131"},"modified":"2025-04-01T19:08:16","modified_gmt":"2025-04-02T02:08:16","slug":"its-a-bloodbath-massive-wave-of-job-cuts-underway-at-us-health-agencies","status":"publish","type":"post","link":"https:\/\/abovecloud.xyz\/?p=5131","title":{"rendered":"\u2018It\u2019s a bloodbath\u2019: Massive wave of job cuts underway at US health agencies"},"content":{"rendered":"\n<p><br>A massive wave of job cuts got underway at US health agencies Tuesday, with some employees receiving early-morning emails saying their jobs were eliminated and some unable to access the building when they arrived at work.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/04\/image-1024x576.png\" alt=\"\" class=\"wp-image-5132\" srcset=\"https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/04\/image-1024x576.png 1024w, https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/04\/image-300x169.png 300w, https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/04\/image-768x432.png 768w, https:\/\/abovecloud.xyz\/wp-content\/uploads\/2025\/04\/image.png 1160w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>It was not immediately clear how many employees had received notice Tuesday morning. The US Department of Health and Human Services has not responded to CNN\u2019s request for comment.<br><br>HHS Secretary Robert F. Kennedy Jr. said last week that&nbsp;<a href=\"https:\/\/www.cnn.com\/2025\/03\/27\/health\/hhs-rfk-job-cuts\/index.html\">10,000 full-time employees would be cut<\/a>&nbsp;on top of thousands who had already left and probationary employees currently on leave. He said the changes would make fighting chronic disease the priority and reduce \u201cbureaucratic sprawl.\u201d Kennedy promised that the department would do more with less.<\/p>\n\n\n\n<p>After weeks of worry from agency staffers, job cuts \u2014 known as a reduction in force, or RIF \u2014 were sweeping across offices at multiple agencies, hitting leadership, longtime staffers, scientists, administrators and communications staff.<br><br>\u201cIt\u2019s a bloodbath,\u201d one US Food and Drug Administration employee said.<\/p>\n\n\n\n<p>\u201cThese cuts to agency experts and programs leave our country less safe, less prepared and without the necessary talent and resources to respond to health threats,\u201d Dr. Mandy Cohen, director of the US Centers for Disease Control and Prevention during the Biden administration, said Tuesday.<\/p>\n\n\n\n<p>In a post on LinkedIn, former US Food and Drug Administration Commissioner Dr. Robert Califf\u00a0<a href=\"https:\/\/www.linkedin.com\/posts\/activity-7312807429178572800-_nD6\/?utm_source=social_share_send&amp;utm_medium=member_desktop_web&amp;rcm=ACoAAAEAAUsBeP5RCh5ipPdJRtkalWSj462p3F0\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>, \u201cThe FDA as we\u2019ve known it is finished, with most of the leaders with institutional knowledge and a deep understanding of product development and safety no longer employed.\u201d<br><br>Califf told CNN on Tuesday that \u201cIf we let down our guard and don\u2019t do a good job reviewing, we\u2019re going to unleash some things that are really dangerous into the population. Unless there\u2019s some super plan, there\u2019s going to be an effect on safety, because it takes whole teams of people to monitor safety of products, and the timetables for product review will probably be delayed.\u201d<br><br>Califf said he was dismayed to see how federal workers were being treated.<br><br>\u201cThis is a sad and inhumane way to treat people,\u201d he said. \u201cIt\u2019s different when you\u2019re a company and you\u2019re out of money and you can\u2019t pay people, but the federal government can pay people and do things in an orderly, respectful fashion \u2013 and not have them end up in line trying to get to work and have their badges not work as a way to fire them.\u201d<\/p>\n\n\n\n<p>Sens. Bill Cassidy, R-Louisiana, and Bernie Sanders, I-Vermont, of the Senate Health, Education, Labor, and Pensions Committee&nbsp;<a href=\"https:\/\/www.help.senate.gov\/rep\/newsroom\/press\/chair-cassidy-ranking-member-sanders-invite-sec-kennedy-to-future-hearing-on-hhs-reorganization\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;Tuesday that they were inviting Kennedy to a hearing April 10 about the restructuring of HHS.<\/p>\n\n\n\n<p>\u201cThis will be a good opportunity for him to set the record straight and speak to the goals, structure and benefits of the proposed reorganization,\u201d Cassidy said in a statement.<\/p>\n\n\n\n<p>Sanders was also among dozens of senators who wrote&nbsp;<a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/040125_warner_wyden_sanders_letter_to_rfk_on_hhs_firings.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a letter<\/a>&nbsp;to Kennedy on Tuesday to outline areas of the health care system that will be affected by the cuts and to request answers about the number of employees affected, the method of communication and any analysis on the impacts to programs and activities.<\/p>\n\n\n\n<p>\u201cYou continue to deny visibility to the American public, despite your oft-repeated commitment to \u2018radical transparency.\u2019 You have promised that HHS will do more for the American people, at a lower cost to the taxpayer, yet you have not provided anything to substantiate these claims, despite repeated requests from Congress to do so,\u201d the letter says.<\/p>\n\n\n\n<p>Kennedy said in a\u00a0<a href=\"https:\/\/x.com\/SecKennedy\/status\/1907173828448420155\" target=\"_blank\" rel=\"noreferrer noopener\">social media post<\/a>\u00a0that the agency is being \u201crecalibrated to emphasize prevention, not just sick care.\u201d<br><br>\u201cThis is a difficult moment for all of us at HHS. Our hearts go out to those who have lost their jobs,\u201d he wrote. \u201cBut the reality is clear: what we\u2019ve been doing isn\u2019t working.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"details-start-to-emerge-on-cuts\">Details start to emerge on cuts<\/h2>\n\n\n\n<p>The totality of the cuts was not clear Tuesday, with many workers waiting for emails \u2014 or waiting to get into buildings, uncertain whether their badges would work. Even supervisors weren\u2019t sure who was being eliminated, one senior official at the CDC said.<\/p>\n\n\n\n<p>Cuts at the CDC slashed divisions that work on workplace health and safety, HIV, injury prevention, reproductive health, smoking and violence prevention, among others. Despite Kennedy\u2019s focus on chronic diseases, CDC employees described broad cuts at the agency\u2019s National Center for Chronic Disease and Health Promotion.<\/p>\n\n\n\n<p>The offices at the CDC and the National Institutes of Health that handle Freedom of Information Act requests were also cut. The FDA lost many of its FOIA officers, but a few remained, including some who were working on litigation, according to a source familiar with the circumstances who spoke on the condition that they not not be named for fear of reprisal.<br><br>Several senior leaders at the CDC were reassigned to other roles, and some were told they would have to relocate. Dr. Jeanne Marrazzo, director of National Institute of Allergy and Infectious Diseases, was offered reassignment to the Indian Health Service and would have to move to an area such as Alaska, New Mexico or Minnesota.<br><br>At the Centers for Medicare and Medicaid Services, the entire Office of Equal Opportunity and Civil Rights \u2013 which handles issues of diversity, civil rights and a supportive work environment \u2013 was let go, according to a former HHS employee.<\/p>\n\n\n\n<p>The notices sent to staffers in the office suggested that they contact the former director of the office if they had a complaint \u2014 but that director died late last year, Karen Shields, a former CMS executive, posted on LinkedIn on Tuesday morning. CNN has obtained a copy of the notice.<\/p>\n\n\n\n<p>\u201cThe dissolution of the office is disturbing but was expected. The referral to a woman who died over four months ago is a result of a significant lack of collaboration and consultation with the career team at the agency who would have helped to prevent this disgrace,\u201d Shields wrote.<\/p>\n\n\n\n<p>Also, CMS cut all or nearly all of the Office of Minority Health, the former HHS employee said. The website of the office, which aims to improve the health of racial and ethnic minority groups through health policies and programs, was not working Tuesday, although it had been operational as recently as Saturday, according to web archives.<\/p>\n\n\n\n<p>The office, which was created by Congress, also focused on rural health, former CMS Administrator Chiquita Brooks-LaSure said Friday.<\/p>\n\n\n\n<p>\u201cWe have health disparities, and we need to be measuring what is happening so that we can address those,\u201d she said, noting that the office looked at issues such as diet and diabetes.<br><br>At the FDA, staffers in the Office of New Drugs, the Office of Policy &amp; International Engagement and the Office of Regulatory Programs were among those receiving notice. The agency\u2019s entire press office &#8211; the group that shares material with news media &#8211; received notice and was put on administrative leave, according to a person familiar with the cut who declined to be named because they weren\u2019t authorized to speak publicly about it.<br><br>A RIF notice received by one FDA employee on Tuesday included performance ratings that were incorrectly low, meaning the severance pay offered was lower than it would be for the ratings they previously received, the employee told CNN.<\/p>\n\n\n\n<p>Multiple other colleagues who received the RIF had the same issue, the FDA employee said, making them uncertain whether they should sign the inaccurate paperwork. The employee said they couldn\u2019t tell if the inaccuracy was deliberate or an honest mistake.<\/p>\n\n\n\n<p>\u201cEverybody\u2019s got families and mortgages and real-life concerns,\u201d the source said, speaking on the condition of anonymity because they were concerned that being named would hurt their job prospects.<\/p>\n\n\n\n<p>Also terminated was the entire staff of the Low Income Home Energy Assistance Program, or LIHEAP, according to Mark Wolfe, executive director of the National Energy Assistance Directors Association. The program provides about $4 billion to help millions of Americans with their heating and cooling bills.<br><br>\u201cIt will definitely hamper program operations,\u201d Wolfe said, noting that he doesn\u2019t see how the agency can \u201callocate the remaining $387 million in funds for this year without federal staff. The program could well grind to a halt.\u201d<\/p>\n\n\n\n<p>Staff of the HHS Administration for Children and Families \u2013 which provides support for child care, child welfare, early childhood development, family violence prevention, refugee resettlement, homeless teens and Head Start programs, among others \u2013 also received notice Tuesday.<\/p>\n\n\n\n<p>\u201cWe\u2019re devastated for our colleagues and friends who have lost their careers, and we\u2019re really feeling primarily devastated for our programs that we care so much about. In the regional offices, we\u2019re the ones who work directly with the people \u2014 the states, the territories, the tribes, the people that we serve \u2014 and we\u2019re just abruptly cut off from that work and our relationships,\u201d said one employee in the administration who received notice Tuesday.<\/p>\n\n\n\n<p>\u201cOur concerns are that by gutting these offices, it can make child care less safe, less affordable.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"workforce-to-shrink-by-20-000\">Workforce to shrink by 20,000<\/h2>\n\n\n\n<p>HHS announced last week that its reduction in force would cut 10,000 full-time employees in addition to 10,000 employees who\u2019ve left voluntarily, shrinking the workforce from about 82,000 full-time employees to 62,000. About 5,200 probationary workers who have been in their positions less than a year or two were also terminated last month. Most are on temporary administrative leave as their fate winds its way through federal courts.<br><br>HHS said last week cuts would include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>3,500 full-time employees at the US Food and Drug Administration, not affecting drug, medical device or food reviewers or inspectors<\/li>\n\n\n\n<li>2,400 employees at the US Centers for Disease Control and Prevention<\/li>\n\n\n\n<li>1,200 employees at the National Institutes of Health due to centralizing procurement, human resources and communications<\/li>\n\n\n\n<li>300 employees at the Centers for Medicare &amp; Medicaid Services<\/li>\n<\/ul>\n\n\n\n<p>Kennedy announced the cuts as part of a sweeping reorganization that would move or cut several parts of the federal health workforce, including the creation of a new Administration for a Healthy America, which it said would combine the Office of the Assistant Secretary for Health, the Health Resources and Services Administration, the Substance Abuse and Mental Health Services Administration, the Agency for Toxic Substances and Disease Registry and the National Institute for Occupational Safety and Health.<\/p>\n\n\n\n<p>Reprinted from CNN<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A massive wave of job cuts got underway at US health ag [&hellip;]<\/p>\n","protected":false},"author":3,"featured_media":5132,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[12],"tags":[1760,617,4698],"class_list":["post-5131","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-usa","tag-massive","tag-us","tag-wave"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.0 -
